Q1. What are precious metals?

Precious metals are platinum, gold, palladium and silver, used for making the precious metals articles. For making the articles alloys from precious metals are used, for the purpose of improving mechanical properties of metals they are alloyed with.

In such a way the golden articles are not made of pure gold, because they would be subjected to wearing and highly expensive bearing in mind the cost of gold on the market.

Q2. What is a finesse degree?

According to Article 4 Paragraph 4 of the Law on the control of precious metals articles (Official gazette MNE No. 40/10), finesse degree is a minimal mass quantity of precious metal in overall mass of the article as regulated by this law.

Q3. What is necessary to bring in when submitting the request for determining manufacturer’s mark?

With the request for determining manufacturer’s mark it is necessary to bring in:
• A proof of paid administrative tax in amount of 5,00 EUR on the bank account 823-3161-26- of the Republics administrative tax, in accordance with the Law on administrative taxes (Official gazette RMNE no. 55/03);
• Excerpt from the central registry of economic entities of Tax administration, with which business company or entrepreneur is registered for pursuing manufacturing of precious metals articles;
• Decision on registration by which a business company or an entrepreneur enters the register of tax payers of Montenegro;
• Technical documentation, with required enclosures, completed and verified by the authorized person.

Q4. What is necessary to deliver when applying the request for determining the importers mark?

With request for determining the importer’s mark it is necessary to attach:
• A proof of paid administrative tax in amount of 5,00 EUR in bank account 823-3161-26- of the Republic’s administrative tax, according to Law on administrative taxes (Official gazette RMNE no. 55/03);
• Excerpt from the central registry of economic entities of Tax administration, with which business company or entrepreneur is registered for pursuing activities for precious metals articles production;
• Decision on registration by which a business company or an entrepreneur enters the register of tax payers of Montenegro.

Q5. Which precious metal articles are not liable to obligatory hallmarking?

According to Article 2 paragraph 3 point 1 of the Law on control of precious metal articles (Official gazette RMNE no.40/10) , articles of gold that are not subjected to obligatory examining and hallmarking are those with a mass smaller than 1 gram and a articles of silver with a mass smaller than 3 grams.

Q6. How to properly mark precious metal articles?

According to article 9 paragraph 1 and article 10 of the Law on control of precious metal articles (Official gazette RMNE no.40/10) manufacturer is obliged to mark articles with his own manufacturer’s mark and finesse mark, while importer is obliged to provide marking of precious metal articles with importers mark and finesse mark.

Q7. Does the Bureau of Metrology conduct evaluation of the worth of precious stones?
