Laboratory for Time and Frequency

ACTIVITIES

Activities performed at the Laboratory for Time and Frequency are related to:

  • Realization, conservation, maintenance and improvement of the national standard of time (frequency) in Montenegro;
  • Ensuring metrological traceability in the field of time and frequency in Montenegro through the transfer of the time unit (frequency) from the national standard to the secondary and working standard of time (frequency);
  • Development of the measuring methods for transferring the unit of time;
  • Calibration of the standards/measuring instruments for time (frequency);
  • Realization of the national time scale and its distribution;
  • Participation in the calculation of TAI (Temps Atomique International) and UTC (Universal Time Coordinated) time scale;
  • Participation in the inter-laboratory comparisons;
  • Verifying compliance with the prescribed technical and metrological requirements for determining the measuring instrument type for time (frequency)measuring instruments;
  • Verification of the time (frequency) measuring instruments.


NATIONAL STANDARD

National standard of time and frequency is represented by commercial cesium oscillator, with a frequency divided so that it generates 1 impulse/second – 1 PPS (Pulse Per Second) when coming out. Period of out-coming impulses represents the time interval of a second. Oscillator on its outlet also generates frequency with a value of 10 MHz. Cesium clock type 3230 is produced by Gillam-Fei. Fundamental features of cesium clock are:

  • accuracy: ±6·10-13;
  • stability: ≤1·10-13 for 5-day period.

CCesium clock, as a measurement standard of time and frequency unit realized by definition, combined with time transfer system, also represents a source of timescale traceable to the UTC scale. The output from the 10 MHz cesium clock is connected to the inlet of the time transfer system type TTS-5, of PIKTIME Systems manufacturer. TTS-5 has 1 PPS output, which is defined as a UTC (MBM) and represents a source of national time scale.


CALIBRATION OF STANDARDS AND MEASURING INSTRUMENTS

Accredited area:

• Measuring of a frequency in the range from 1 mHz to 350 MHz;
• Measuring a time interval in the range from 1 ns to 100 000 s;
• Calibration of frequency meters;
• Calibration of stopwatches;
• Calibration of time standard.

VERIFICATION OF THE MEASURING INSTRUMENTS

Laboratory for Time and Frequency carries out an examination of time and frequency measuring instruments in order to determine compliance with the prescribed metrological requirements for the purpose of verification:

• basic clock within the telephone exchanges;
• traffic speed measuring instruments for moving vehicles.


TYPE APPROVAL OF MEASURING INSTRUMENTS

In order to verify compliance with the prescribed technical and metrology demands, to determine type of measuring instrument, Laboratory for Time and Frequency carries out examination of further measuring instruments types from the field of time and frequency, in accordance with the Decree on legal measuring instruments that are mandatory subjected to verification and/or the type approval of the measuring instrument (Official Gazette of Republic of Montenegro, No. 81/09):

• basic clock within the telephone exchanges;
• traffic speed measuring instruments for moving vehicles.


TRACEABILITY SCHEME

The Laboratory for Time and Frequency achieves traceability through the national standard for time and frequency, cesium clock. Establishment of the traceability of the standards for time and frequency and of the measurement results to the SI system is provided by using GPS method of simultaneous observation. This method is used for calculation of the relative frequency deviation of the cesium clocks in relation to the frequency of the reference laboratory, as well as to calculate the stability of cesium clocks.
